REFRESH of only one file.

Tablet b81b downloads only one file when doing a refresh (according to the Completion message). Tablet is version 1.7. Standard download is 42 files on other tablets: 2 weeks, 7 days/wk, 3 regions. I don't know if tablet is fully loaded, but have had instances where a 'new' refresh is required next day or so.

This tablet will need to be reinitialized, just as if it were a new one. That should fix the problem.
