Improve pass blocks scheme choice.

At the end of turn with Improve and Scheme in play, the choice for Improve comes first. If the user doesn't trash a card with Improve, the Scheme option to place an action on top of their deck isn't given. Alternatively, trashing a card with Improve will then give the Scheme option.
