QIO Crafting Windows Blocking Tooltips

Issue description
Placing windows on top of each and and hovering on some button does not render all of the tooltip.
Steps to reproduce
- Open a QIO Dashboard and open crafting windows.
- Arrange them in a position where they override each other.
- Hover on buttons and see that tooltip doesn't fully render.
