Ability to skip next rules on first failure

Configuration to skip next rules within namespace if a rule fails due any exception.

By default, engine throws exception if rules is failed due any exception hence there no need to implement anything extra. Hence closing this ticket without any commits. Still, if someone founds any valid use to implement this then it can be re-opened.
