Add deployment script to create proxies for xCOP and xKES

Description
Deploy the proxies that will hold xCOP and xKES, and transfer their ownership to Governance.
These will be instances of mento-core/contracts/common/Proxy.sol to keep things in-line with the old implementation, and will point to the same instance of StableTokenV2 as all of the other existing stables do right now.
The governance proposals will include the initialization of the stable.
Acceptance criteria
- Script is created to deploy the proxies and transfer ownership to governance.
- Script is run on all networks.
- Addresses are recorded in the docs.
