automated updates particularly of log lists

rget probably needs a minimal auto update system. It probably isn't necessary to update the entire binary but there is metadata that might need to be signed and updated including:

• Log list
• Head signing keys

A full auto-update for the binary would be great too. Or a way to notify an rget invocation that it is "too old" to work correctly.
