Describe the bug
Please provide a clear and concise description of what the bug is.

Pyaerocom version: 0.17.1 main-dev

current development-version installs with same version number as last release, should be 0.18.0-dev

Pep-440 is superseded by https://packaging.python.org/en/latest/specifications/version-specifiers/#version-specifiers, but 0.18.dev0 is still correct.
