Switch from Travis CI to GitHub Actions for testing

Seeing as travis-ci.org is being replaced by travis-ci.com and we would have to migrate by December 31st, we might as well just switch to GitHub Actions, as it's a bit of a pain to prevent the long running coverage test from timing out on Travis
