Calibre rule Poly.3 is not working as expected.

It's suggested to replace
https://github.com/mflowgen/freepdk-45nm/blob/d3be42a72ca6eabff54a4f3be50c16613f69f1b6/calibre-drc-block.rule#L83C1-L83C29

with "ENCLOSURE active poly < 0.05 ABUT < 89.5 OPPOSITE SINGULAR REGION"
