Version Spell Timers

Tried avoiding this, but the pre-boot checks for legacy issues and the likelihood of future missing valid_spells makes keeping the status-quo too inefficient.

As a consequence, the spell-timers.json will regenerate with each new version of eqalert, which can take up to a minute or more on start-up.
