Get basic CI framework running

Moving forward with the 2.0.0 development, it will be important to have a minimal CI framework to run tests for the new code and verify that the Python package defined here can be correctly installed. Additionally, an automated CI run provided verification for the new dependency management system being tested (Poetry).
