New credits overlay

Our credits overlay is hard to read currently, but more importantly, it's powered by Vulcan currently. With our goal being to completely replace Vulcan, we need to add an overlay for credits.
This issue will be dependent on #37, but we can begin designing the look of the overlay without data to fill it with. Any UI/CSS wizards want to take a stab at designing something?
After #37 is completed we can finalize the code to trigger credits to generate and display.
