Air Pressure unit conversion broke recently

It appears that the PSI tire pressure sensors are getting a KPA conversion applied to them - the placard sensor should read 38 psi but is reading 260 psi - a conversion factor of 6.84 and change.

OnStar was having issues again starting Wednesday morning, but it's working again as of Friday night. This is a repeat of what happened in #269.
