Hi,
would be nice when it would be possible to send a text or a short mp3 clip to a specific echo (by ip address).

Is this even possible? Do you have any documentation how to do that?

A friend is using IOBroker. He is possible to send TTS at least. So maybe there is as well soehow possible to send media files like it is possible for sonos.
