Stackdriver registry supports google-cloud-monitoring 2.x

We have up until recently compiled on 1.x versions, but as far as my testing can tell, things work with the latest 2.x version as well now. This has come up in micrometer-metrics/micrometer#2249, so we should document that the stackdriver registry should work with 1.x and 2.x google-cloud-monitoring dependencies. Though we did have an issue with early versions of 2.x as in micrometer-metrics/micrometer#2235.
