Data Loads Intermittently

The data loads intermittently most of the time - whether I choose to 'View Raw' or 'Download' - it just stalls out while loading some portion of the way through. I've cleared my cookies, restarted the browser and computer, tried different browsers, I'm streaming YouTube while doing it so my connection is fine...it seems to be the server's connection?
