In the process of using office online server 2016，I found that when the web session exceeds 20, the office online server will refuse service，From the ULS log, you can also see this limitation，please tell me how to solve this problem, thanks

The documentation on this site, and the related support provided here, is not related to Office Online Server (the on-premise version of Office for the web). The content here is very specific in its purpose: to guide WOPI implementations for integration with Office for the web and Office mobile as part of the Cloud Storage Partner Program.
As a one time courtesy, I'd encourage you to check for host (e.g. SharePoint) support documentation. In most cases that error relates to a host authoring limit being reached and is not specific to the Office Online Server product.
