Scores for Recommendations are returning 0's

Am always getting 0 for the scores. Any reason why?

It could be that the usage events you’ve used to trained the model do not contain enough co-occurrences – if possibly, try training a model using more data (usage events).

Could this because I only have 9 users regardless of having 13K records of usage data?
