WSA not launching android

Steps to reproduce

1. install WSA from the microsoft store
2. open the WSA settings app
3. press on files -> wheel spins near mouse -> nothing happens
4. enable developers options -> manage developer settings -> wheel spins, nothing happens
5. go to Microsoft store -> find amazon app store -> press "open" -> wheel spins, nothing happens
6. Use "adb connect 127.0.0.1:585262 with developer options enabled
   -> cannot connect to 127.0.0.1:58526: No connection could be made because the target machine actively refused it. (10061)

The system is a 13th-generation i5 laptop running the latest 23H2 release of windows 11, with virtualization and TPM enabled and all of the necessary windows features enabled.

✔️ Expected Behavior

Emulated android environment to open

❌ Actual Behavior

It did not open no matter what I did, whether it was reinstalling, installing older versions, enabling and disabling virtualization, or checking for corruption using "sfc /scannow" and "dism /online /cleanup-image /restorehealth" among other tips. Literally nothing has worked. I have never gotten this program to work on this system.
