[Cloud Mirror] Streaming mode not working

I tried to test streaming mode by setting HydrationPolicyModifier to StreamingAllowed but it did not make any change on how the sample works. I would expect that when opening a file, the fetch data callback would be called normally so the data is provided but that it would be in memory only (not saved to disk) but still the placeholder was converted to an actual file. Is there anything else that needs to be set for streaming mode to work? Thanks
