Anchor Tag "Learning Sandbox" is broken in Chapter 4

Describe the bug
The Learning Sandbox link at the bottom of the Prompt Engineering Section is broken
Did a bit of tinkering and found the links work when README is the resource the URL path is pointing to.
To Reproduce
Steps to reproduce the behavior:
- Go to '...'
- Click on '....'
- Scroll down to '....'
- See error
