Live Share fails to open when previously connected to remote backend

Type: Bug
- Connect to a Remote backend such as WSL or Dev Containers (tested with both, on different computers).
- Close VSCode.
- Open a Live Share session (from a different computer) in VSCode.
- Observe that the Live Share session does not activate.
