[Remote debugging] Stopping ps remote session from REPL causes problem on remote debugging

Stopping debugging does not fix the problem, and it leaves VS into below status, even though debugger gets stopped. We have some error handling and clean up work needs to be done for those cases.

Another repro for this problem is "stop remote process was attached to" during remote debugging.
