Execution policy not overridden when deploying via Azure Resource Manager

  1. With machine execution policy set to Restricted, start an AzureRM deploy

Result: deploy fails because the execution policy is Restricted

Expected: deploy succeeds. Earlier posh tools builds would override the execution policy so the deploy could succeed
