Build a standalone .exe of tfx

Some customers have Azure DevOps Server installs on networks without internet connectivity, but still need to be able to update build tasks and the like. It would be nice if we could build and distribute tfx as a standalone exe to enable those customers to more easily use tfx in these environments.
