repro on v2.9.0-rc
step:

  1. install “Japanese Language Pack for Visual Studio Code”
  2. Change Display Language to Japanese
  3. Verify context menu is shown as Japanese
    but “Update Distributed Tracing Setting(Preview)” is not localized into Japanese

another issue for localizing command name to Japanese:

the language of button text should be consistent.
