Build a smoother command-based experience for changing the sovereign cloud settings

Right now, in order to use a sovereign cloud the users have to dig through settings for the built-in auth provider extension, which many wouldn't even know exists. Instead, we should have a command for signing in to a sovereign cloud, which will set the appropriate settings and continue through sign in.
