How does one set up an Application Insights dashboard not just for an individual, but for an organization?

I'm able to create an Application Insights dashboard at portal.azure.com for personal use using my student subscription just fine.

But, how would we do this for an organization?

We have an Azure DevOps portal. How separate is portal.azure.com from dev.azure.com?

Can we use our existing dev.azure.com account to create a company-wide Application Insights dashboard on portal.azure.com that anyone in our directory can access?

Or, do we maybe have to purchase a separate subscription entirely, for our organization to have a company-wide Application Insights dashboard on portal.azure.com?

Application Insights and any data viewing in portal is beyond the scope of this module. Please seek documentation for application insights specifically.
