vsce not up to date should be a WARNING not INFO

  1. Have vsce that is not up to date
  2. Do something with vsce on the command line
  3. You get a nice INFO that vsce is not up to date

This is great, but we want our users to always be on latest. So I suggest to increase severity from info to warning.
