Either allow deleting seat types or remove dead code

Deleting a seat type is not being used by the UI, as there are no integration events happening when a seat type is deleted. There is a ConferenceService method that allows deleting, and there is commented out code in the UI for deleting.

Either fix the issue about only publishing seat types when the conference is published for the first time, or remove the dead code
