[openapi] Force regenerate after mify has been rebuilt

Now, if some template inside mify cmd has been changed, and after that, the new version of mify cmd has been built, since api.yaml file wasn't changed, mify generate will do nothing. We should force mify to rerender openapi templates in this case.
