[TACKLE-7] Filtering by Tag name filters both tag types and tags

Tag types and tags represent a tightly coupled together set of entities.
When filtering tag types by tag name, it's required to distill down (beside the tag types set) the set of tags within each tag type to just the one matching the tag name filter value.
