Stakeholder can be deleted without any relationship queried as stated in below point on TACKLE-5

"If a User uses the delete action and the Stakeholder is linked to another entity (e.g. Stakeholder Group, Business Service or Assessment) then the user will be presented with a narrative to inform them of that."

@nitishSr The referential integrity check is not practical in the microservices architecture that we have adopted. I have removed that acceptance criteria item from the User Story.
