[TACKLE-9] Add temporary PATHFINDER_API_URL env variable in K8s and OCP templates

Add the PATHFINDER_API_URL variable for tackle-ui introduced in migtools/tackle-ui#21 to both Kubernetes and OCP templates.
This issue is just a workaround and it's not meant to provide all the working variables and values for Tackle Pathfinder but only the bare minimum values to let the code in migtools/tackle-ui#21 to run.
The value provided for PATHFINDER_API_URL is wrong because the tackle-pathfinder service is not available yet.
