Can commonnbis/f2c be replaced with system library?

It seems weird that there is no alternate license information in the commonnbis/f2c files, while the license for the Debian f2c states
Copyright 1990 - 1995 by AT&T Bell Laboratories and Bellcore.
and BSD-like terms.
It's possible that the NBIS f2c is actually a USG and thus not copyrighted. This should be investigated.
