Remove commonnbis/cblas and use library from Debian repository instead

As a general principle, we should be using system libraries installed from the Debian repositories instead of embedding this code in the binaries. In this case, the use of the provided code does not present a license discrepancy, as the Debian libblas3 code is in the public domain, so presumably the provided cblas code is too. Therefore, removal of commonnbis/cblas is an enhancement request and not a bug.
