job_summary actually defaults to `false`

Not sure if this is a docs issue or a implementation issue, but the docs say that job_summary defaults to true, but it actually defaults to false.

You are absolutely right. This is an oversight due to offering that flag to allow github enterprise installations which may not offer JOB_SUMMARYs yet.
