Chat window should work without a server (socket) connection

Currently there is no way to tell without opening the Developer Tools that there is no connection with the server and therefore no connection to the operator.

Ideally this would be a notification area that, in the future, could hold more than just a Disconnected messaging.

Both the SIDEBAR and MESSANGER styles could have the notification area above the message list. The challenge is where or how to express a disconnected state in the FLOAT style. As well as how or if this should affect the close state from issue #7
