MinIO - Add Tier Configuration requires an optional prefix

Navigate to Tiering > MinIO - Add Tier Configuration
The Prefix field must be filled out in order to click the "Save Tier Configuration" button. This should not be required since Prefix is an optional field in the underlying code, as well as the mc client.

Expected Behavior

Prefix should be made an optional field in the UI, to mirror its actual functionality in minio as well as behaviour in the mc client.

Steps to Reproduce (for bugs)

1.- Navigate to Tiering > MinIO - Add Tier Configuration
2.- Observer that the Prefix field must be filled out in order to click the "Save Tier Configuration" button. This should not be required since Prefix is an optional field in the underlying code, as well as the mc client.

Context

Setting up ILM tiering requires usage of the mcli - since the console does not support optional prefixes.
