Colour scale on maps don't scale with the range of the dataset.

Describe the bug, issue or concern
When you take a look at the map of positive tests per municipality or security region the scale used to determine the colour (light blue to dark blue) is fixed. A municipality with 30 infections per 100.000 will show up dark blue, the exact same colour as a municipality with 250 infections per 100.000. There is a huge difference, but visually both appear the same.

To Reproduce
Steps to reproduce the behavior:
- Go to https://coronadashboard.rijksoverheid.nl/landelijk/positief-geteste-mensen
- Scroll down to the map with positive tests per municipality or security region.
- Hover mouse over some different municipalities that are dark blue (try a bible-belt municipality) and see the huge differences.
Expected behavior
The scale should scale with the datasets min & max values.
