The program record link can be conditional on the existence of combined final grades.

@annagav I'm seeing this for some users, but not all. What is the condition(s) for when the link gets displayed?

@pdpinch You need to have passed the program and received a program certificate to get a program letter. Your users and the user in the ticket have not passed the program. Let me know if I am missing something or I looked at the wrong users
