We need an API(s) to support creating the DigitalCredentialRequest objects and getting a deep link to the wallet app for them.
- Add API for course run certificates and program certificates to create
DigitalCredentialRequest
Additionally:
- Remove the signals/tasks for digital credentials request creation
- Remove the email notification that digital credentials are available
