Add optional field to describe if a collection is sortable

As per discussion on post, We need to add sortable collections. As per comment . We need to add a configuration to determine if a collection is sortable.

@pdpinch #238 should have been closed. As discussed #183 (comment) and subsequent comments, we decided not to make collections sortable and to just use the relation widget.

I have closed #238 and am going to close this again.

#183 should be closed soon, but we may want to verify the commit on RC. The box is checked, but it doesn't actually look like the OCW Studio config has been updated on RC. Possibly it was updated and then rolled back by a db sync @gumaerc did recently.
