Steps to Reproduce
Using ocw-hugo-themes with the env variable STATIC_API_URL set to a URL like https://ocw-live-production.global.ssl.fastly.net/, build a course using the Hugo config from this repo located at ocw-course/config.yaml with instructors referenced in the API that don't exist yet in the static API
Expected Behavior
The course builds but displays an empty value for the instructor
Actual Behavior
Hugo throws a hard error
