Implementing ActionMailer for sending email notifications

When Vulcan users develop & submit STIG content for reviews, it must shoot emails to Admins/Reviewers. Or If some is mentioned using an @mention it must also trigger an email notification. This can be done by using Rails ActionMailer framework.
