Import From a SpreadSheet does not work as expected when contains a rule that is satisfied by more than one other rules

When importing a spreadsheet that has rules satisfied by multiple rules on the Vendor Comments column
e.g Satisfied By: AMZL-02-710030, AMZL-02-710040, AMZL-02-710050, AMZL-02-740170, this workflow fails to create the rule satisfaction relationship.

Result: All rules are created, but there's no satisfies or satisfied by relationship established on Vulcan.
