5+ Second Video delay when streaming.

Okay. So, Streaming on OBS FTL 18.0.1 FTL 0.9.4, there is a very odd delay between my voice and system sounds and the Video that is put through. I have tried to restart OBS, Restart the PC and even re-install OBS. None of these options work. I can, however go to regular RTMP OBS and have no de-sync issues at all.

There is no delay set on anything in the settings. and when watching the sound bars and myself in the preview window everything seems to sync up just fine....
