Add CSB citation control to reader

... using Hyrax::CitationsBehavior citations.
I guess this is doing the final part of #1547 now that we had a talk about metadata and #1776 and #1777 are complete.
- add a method to MonographPresenter which checks that all required metadata for citations are present
- if said metadata are present, add a citation control to CSB that uses it
