Review how filter options are being read to screen readers

Using NVDA, JAWS, and VoiceOver on the monograph catalog page's filter options:

• Document how filter options are being read to screen readers.
• Test selecting filters and document the screen reader behavior.
• Create tickets where information or behavior is confusing, misleading, or incorrect.

It may be that we need to look into making the filters checkboxes that can be toggled on/off, instead of links that are selected.
