replace 'CUDA_PATH' (Conda-specific) with 'CUML_PREFIX' instead

The configuration script should look for an env variable named 'CUML_PREFIX', and if absent, then try 'CUDA_PATH' (which is Conda-specific and would work when user installed RAPIDS cuML through Conda).
